Welcome to the website of the Rutherford County Property Assessor. We have prepared this site with the purpose of providing the information and tools needed to understand property assessments and appraisal methods. Also available to you is access to many resources through the Assessor’s Office such as downloadable forms and interactive tools that could save you considerable time and effort.

The Rutherford County Assessor of Property is required to locate, classify and set an appraised value on all taxable property located in Rutherford County and any improvements on it for assessment purposes according to the laws of the State of Tennessee. The exception being for public utility and railroad properties whose value is determined by the Office of State Assessed Properties. We currently have over 101,000 individual real property accounts and approximately 11,000 businesses.

The Assessor's office is also responsible for determining the value of Tangible Personal Property, i.e., equipment, vehicles, electronics, etc. of businesses. This value is determined by filing a tangible personal property schedule with our office each year.

The office hears property owner appeals relative to the value the office has set on their real and personal property. If the appeal cannot be resolved to the satisfaction of the property owner, appeals may be filed with the Rutherford County Board of Equalization.

Assessments provide the basis for determining the amount of real and personal property tax the property owner must pay; however, other offices and entities substantially influence the amount of tax the property owner ultimately pays. The county or city legislative body determines the tax rate.

Please remember that the Assessor’s office does not raise or lower your tax rate; that is a function of the County Commission. The Assessor does, however, strive to effectively administer Tennessee tax law and fairly appraise all property subject to taxation as mandated by the General Assembly.

Mission Statement

The mission of the Rutherford County Assessor of Property is to discover, list, classify, and value all taxable property in the jurisdiction of Rutherford County, Tennessee for Ad Valorem (according to value) tax purposes. The Assessor of Property is responsible to the property owners and taxpayers of Rutherford County to ensure that all property subject to taxation is valued in accordance with state laws, that no property escapes the assessment process or is under-assessed, and that no property owner receives unauthorized preferential treatment. In the performance of these duties, it is the goal of this department to provide the highest level of professional service and technical assistance to the public on all matters relating to property assessment and tax policy.

We can no longer fill out the tangible personal property schedule for you.

The Rutherford County Assessor’s Office can no longer complete your tangible personal property schedule. Under T.C.A. § 67-5-903(b), it’s the taxpayer’s duty to complete the schedule by fully listing all property used or held for use in the business or profession. Once completed, it must be returned to us on or before March 1 of each year. If you fail to file or the filing is incomplete, you will receive a forced assessment under T.C.A. § 67-5-903(c). Those with a total depreciated value of $1,000 or less, however, may simply check the “Small Accounts Certification” on the back of the schedule.
